Step 1: Take down Zoe at the Tower of the Rayne Syndicate

Wildlife Sanctuary #1 is situated on an island in the southeast and is home to wild grizzbolts. To get there, you'll need a flying or swimming mount. Be careful, though—entering the sanctuary is illegal and guarded by PIDF forces. If they see you, they'll attack, and fast travel isn't available nearby, so plan accordingly.
After showing her your Grizzbolt, Zoe will be impressed. You'll also earn a nice EXP bonus from this quest.
Step 3: Fight the Free Pal Alliance
Next, Zoe asks you to deal with members of the Free Pal Alliance. Just north of the Desolate Church, these NPCs prowl around. For easy access, head to the Bridge of The Twin Knights and move north.
You'll need to defeat or capture five of these enemies. They shouldn't be much of a threat at this point in the game. A Pal around level 20 should make quick work of them. This quest also grants experience, making it another good leveling opportunity for your team.
Step 4: Retrieve Zoe's Keepsake
Zoe's final task is more personal. She'll ask you to find a memento hidden in nearby ruins. By tracking the mission, the game will show you where to go—near the Fort Ruins fast travel point.
Look for a worn-out blanket on the ground, which ties into Zoe's story. Once you bring it back, she'll agree to join your team. Oddly, she'll still appear at the church afterward, likely for multiplayer reasons.
How Zoe Works as an Ally
Zoe joins you alongside her Grizzbolt, functioning like a regular Pal. You can summon her in battle, assign her to your base, or issue commands just like any other team member. Grizzbolt keeps its usual traits, but this version has the special Electric Ball attack—a homing skill it normally doesn't learn by leveling up.
Currently, Zoe is the only NPC ally available, but this system suggests other Tower Bosses might become recruitable in the future.
